Participation by national parliaments in the EU legislative process

Abstract Europeanisation has marginalised national parliaments and their democratic practices leading to a ‘de-parliamentarisation’ within the EU. The Treaty of Lisbon included substantive provisions designed improve participation by in EU decision-making, most significant which is allocation subsidiarity monitoring. This was intended address concerns that are peripheral Polity, legislation lacks legitimacy amongst its citizens. Protocols 1 2 promote horizontal political dialogue between monitoring, but, experience last ten year indicates this not improved legislative legitimacy, nor adequately addressed de-parliamentarisation. article argues that, while enhanced privileges parliaments, they have been ‘re-centred’ as an influential collective bloc actors EU’s institutional framework.
